Cohen (Yale U.) examines child care legislation introduced in the last 30 years with an emphasis on the importance of political negotiations. Her analysis is based upon more than 100 interviews with legislators and executive branch officials as well as archival research and secondary sources. The text is organized chronologically and includes chapters on such topics as Nixon's 1971 veto of a universal and comprehensive child care program, the expansion of the earned income tax credit in 1990, and child care policymaking at the state level.
