|aSouth Sudan attained self-governing status in 2010, following a Comprehensive Peace Agreement signed in 2005 that ended decades of war. The need to understand the values and motivations that gird the current legislators of South Sudan referred to by the UN as the newest nation is of significance in the varied quests of securing the long awaited and fought for aspirations.

|aThe emergent theory is described as "uneven contextual shaping" of the legislators values and motivations. The legislators' values and motivations were seen as being shaped unevenly by various variables. Slave trade, colonial rule and the northern Sudan marginalized rule were noted as historical factors that significantly influenced the values and motivations of the legislators. Cultural traditions such as rites of passage, collectivity, chieftaincy and religion (the church being most notable) were also noted as having influenced the participants' values and motivations for leadership. Personal characteristics were the most significant influence. These entailed the legislators' moral values such as honesty, experiences such as being refugees, and education. John Garang, Nelson Mandela and Martin Luther King Jnr were noted as some of the leaders they sought to follow and to emulate.

|aPursuant to the theory, the conclusion seeks to address how the traditions that positively influenced the values and motivations of this founding generation of legislators can be applied in South Sudan's next generation of leaders. The need for institutions such as the church and civic institutions to continue engaging the legislators on leadership issues was noted as some of the current means for inculcating values and motivations that will contribute towards the development of leaders who put the interest of the nation first. A servant leadership style of leadership was advocated for as of importance in developing leaders that seek the public interest as opposed to self-interest.

|aThe theory was grounded in data collected from 29 participants. The four emergent profiles were: Historical backgrounds, Cultural traditions, Personal characteristics and Followership and role models. The conclusions were verified through member checking.
