Basing this work on his thesis that disabling values lead to disabling policies, Priestley (disability research, Leeds U.) develops an emancipatory model for research which supports the disabled people's movement and examines how the dependency connotation of community care is a barrier to independent living. While the policy framework is British, the issues are universal.
