This study is based on the author's research into educational values, the purpose of schools and how their policies and relationships are forged, from discussions with heads and chairs of governments in 7 LEAs. Since LMS and the changes in priorities for schools (marketing their "product", dealing with increasingly powerful parents), managers may easily have lost sight or real educational values (quality of teaching). The author poses questions for heads and governors to examine their own values and purposes for their schools, and points to the leadership competencies which are becoming essential for heads and governors if they are to run schools that meet the needs of their communities.
